INTERRELATION OF THE LABOR MARKET AND SPECIALISTS TRAINING SYSTEMS IN HIGHER EDUCATION INSTITUTIONS

Abstract

The scientific novelty of the research lies in refining the approach to structural monitoring of
the contingent of university applicants. This is based on confirming the availability of positions funded
by the state budget through agreements with employers aimed at ensuring the efficiency of using
budgetary funds for higher education in line with regional needs. The article presents a
comprehensive analysis of the labor market in Ukraine and the Odesa region, highlighting its
interconnection with the system of specialists training by higher education institutions in the context
of meeting the requirements of Ukraine's economic recovery. An analysis of the ranking list of higher
education institutions in the Southern region of Ukraine is conducted based on employment
assessment and employment indicators.
Conclusions. Based on the ranking of higher education institutions in the Southern region of
Ukraine regarding the employment criterion of graduates who received education through state and
regional orders, the article concludes that creating systemic conditions for meeting the needs of
economic recovery, proportional workforce distribution, and balancing labor demand and supply is
possible through the interaction of labor market functioning at both regional and state levels, along
with the system of specialists training by higher education institutions. An approach to structural
monitoring of the contingent of entrants to higher education institutions is proposed, based on
confirmation of the availability of places financed from state budget expenditures, relevant
agreements with employers, aimed at ensuring the expediency of using budget funds aimed at
financing higher education in accordance with regional needs, taking into account indicators of
quantity employed graduates of higher education institutions
