BUSINESS ACCELERATORS AS AN INSTRUMENT OF RESPONSIBLE GOVERNANCE OF INNOVATIVE ENTREPRENEURSHIP IN THE PUBLIC ECONOMY

Abstract

Relevance. In the contemporary context, there is an increasing need to develop new approaches to supporting innovative entrepreneurship. Business accelerators are gaining particular significance as instruments of institutional support for startup development, capable of combining market efficiency with the creation of public value.
The purpose of the article is to substantiate the organizational and economic foundations of business accelerator functioning as a tool for responsible management of innovative entrepreneurship within the public economy.
Research methods. The study employs analysis and synthesis, systems approach.
Results. The paper refines the economic essence of business accelerators as instruments of the public economy and of responsible management of innovative entrepreneurship. The role of accelerators in the formation of public value is substantiated. The content of the category of responsible management of innovative entrepreneurship is revealed through a system of principles. A multidimensional framework for evaluating the effectiveness of business accelerators is developed.
Practical value lies in the applicability of the proposed approaches by public authorities, regional development institutions, and acceleration programs in the design and evaluation of policies supporting innovative entrepreneurship, as well as in the development of acceleration programs based on the principles of responsibility.
Conclusions. The study demonstrates that business accelerators constitute an effective instrument for implementing policies of responsible innovative development within the public economy, ensuring a balance between economic performance and societal value. Their effectiveness is determined by the degree of integration into the innovation ecosystem.
