PROJECT MANAGEMENT METHODS IN URBAN PLANNING AND THEIR CONTRIBUTION TO THE SUSTAINABLE DEVELOPMENT OF ODESA

Abstract

Relevance of the topic.The article examines urban development management in the city of Odesa as a complex multilevel system for managing spatial development under conditions of historical heritage, coastal environmental vulnerability, as well as socio-economic and security challenges. The relevance of transitioning from fragmented managerial decisions to a comprehensive, long-term, and human-centered model of urban development management based on the principles of sustainable development is substantiated.

Purpose of the article. The purpose of the article is to substantiate the theoretical and practical foundations of urban development management in the city of Odesa, taking into account the historical evolution of spatial development, modern management tools, and the principles of sustainable development, as well as to formulate recommendations for improving the efficiency of managing urban development processes.

Research methods. The study employs methods of analysis and synthesis, a systemic and structural-functional approach, methods of comparison and generalization, content analysis of scientific sources, and logical modeling.

Results obtained. Modern approaches to urban development management are analyzed, and project management methods in urban planning are systematized, including stakeholder management, risk management, quality management, budget management, schedule management, and resource management. It is proven that the project-based approach contributes to harmonizing the interests of the community, business, and local authorities, reducing environmental and social risks, increasing the transparency of managerial decision-making, and achieving the sustainable development goals of Odesa. The role of digitalization and smart city tools in ensuring manageability and sustainability of urban development is substantiated.

Practical value and conclusions. The results can be used in strategic planning and management of sustainable urban development. It is concluded that the integration of sustainable development principles, project management methods, and digital tools is a key condition for effective urban development management in Odesa.
